This study identifies theoretical, methodological, and population gaps in Islamic Religious Education (PAI) at the junior high school level through a Systematic Literature Review (2015–2025). The findings reveal the absence of a comprehensive conceptual model that integrates all components of PAI learning. Previous studies are largely dominated by descriptive and quasi-experimental approaches, while research and development (R&D)-based studies remain limited. Moreover, most research focuses on elite schools, resulting in a lack of representation of diverse educational contexts. This study recommends developing an integrated PAI module grounded in theoretical foundations, systematic methodology, and inclusive population coverage to strengthen religious values, national character, and 21st-century competencies.
