This study aims to comprehensively examine the components of Islamic Religious Education (PAI) teacher learning tools, and to analyze the purposes and benefits of these learning tools for the effectiveness of teaching-learning processes and the achievement of student competencies. The study emerges from an awareness of the urgency of improving instructional planning quality amid the transition from Curriculum 2013 to the Merdeka Curriculum, which has introduced significant structural changes to learning tool components. The research employs a library research approach with an interpretive descriptive-qualitative design. Data were obtained through systematic searches across four academic databases, Google Scholar, ERIC, DOAJ, and Garuda, yielding 21 nationally and internationally indexed scientific journal articles and 2 e-books, all published between 2020–2025. Thematic analysis with source triangulation was applied to ensure validity and reliability. Six core components of PAI teacher learning tools were identified: the Curriculum Flow/Learning Objectives Sequence (ATP), Lesson Plan/Teaching Module (Modul Ajar), instructional materials, learning media, student worksheets (LKPD), and assessment instruments, forming an interdependent integrated system. Systematic development of learning tools demonstrably enhances PAI instructional effectiveness and consistency, while also functioning as a document for professional reflection and institutional accountability
