Abstract

This study theoretically synthesizes global literature on the Inquiry Training Model (ITM) as a transformative pedagogical solution for developing 21st-century (4C) skills. A key challenge today is conventional, teacher-centered methods failing to foster Higher Order Thinking Skills (HOTS) needed to critically navigate contemporary issues and religious hoaxes. Treating Islamic Religious Education (IRE) as a fundamental set of core values rather than a mere institutional subject, this library research utilizes an analysis-synthesis approach. Findings reveal that ITM syntax featuring discrepant events, data verification, and hypothesis formulation effectively activates all 4C components while seamlessly aligning with Islamic epistemological values (ijtihad, tabayyun, musyawarah, siddiq). Overcoming implementation challenges requires collaborative learning communities and the Maqasid al-Shari'ah ethical framework for AI. Ultimately, ITM effectively transforms the internalization of IRE values from dogmatic to analytical and reflective processes, preserving deep spiritual integrity.
