Abstract

Disaster management is not merely a technical issue, but also an arena for discourse contestation involving power, legitimacy, and political interests. This study aims to reveal how the mass media frames the disaster narrative in Makassar City and how political communication practices operate within this discourse. Using Norman Fairclough's critical discourse analysis approach, this study analyzes three dimensions: text structure (Linguistics), discursive practices (Media production and consumption), and social practices (Ideological and political context). Data were obtained through documentation of news texts from national and local online media (Kompas.com, Detik.com, TribunMakassar.com, CNNIndonesia.com), as well as digital archives such as official government statements and public responses on social media. The results of the study indicate three dominant framing patterns: (1) Stigmatization of victims and affected communities; (2) Creation of local scapegoats; and (3) Sensational reporting, which amplifies the dramatic effects of disasters while obscuring criticism of government mitigation policies. These narratives indirectly legitimize political power and divert attention from broader risk governance issues. This research confirms that disaster narratives in the media are not neutral but rather serve as a political communication tool that reproduces power relations within society.
