STRATEGI PENDIDIKAN INKLUSIF DAN PENGUATAN MUTU DALAM MEWUJUDKAN KESETARAAN PENDIDIKAN NASIONAL

This study aims to analyze inclusive education strategies and quality improvement efforts in achieving educational equity in Indonesia. Amid persistent disparities in access and learning quality, inclusive approaches have become essential to fulfilling the rights of all children, particularly those with special needs and those from marginalized communities. The research employs a library research method using a qualitative approach, reviewing legal frameworks, previous studies, and both national and international education policy documents concerning inclusive education. The findings reveal that the implementation of inclusive education in Indonesia still encounters structural and cultural barriers, such as limited teacher capacity, lack of adequate infrastructure, and policies that are not yet fully adaptive. Nevertheless, several progressive initiatives at the regional level demonstrate successful models through participatory approaches, inclusive teacher training, and curriculum modifications based on students' diverse needs. Additionally, educational quality is being strengthened through competency-based assessments and differentiated pedagogy, contributing significantly to equity efforts. This study offers deeper insights into the importance of integrating inclusive strategies with quality enhancement as a unified educational system. The practical implication suggests the necessity for intersectoral collaboration to accelerate the transformation toward a more equitable, inclusive, and high-quality education across all regions in Indonesia
